In-visible cognitive disability: assessment and certification routes in Costa Rica

Cognitive disability is the most invisible and difficult to certify sequelae of Acquired Brain Injury (ABI), despite its repercussions on people’s quality of life. This paper aimed to review and systematize the scientific literature to delimit the path of evaluation and certification of cognitive disability secondary to acquired brain damage, as a background for its visibility in Costa Rica. This paper presents: (a) a review of protocols and good international practices in the assessment of cognitive disability secondary to ABI and (b) a review of the Latin American regulations that serve to certify cognitive disability, in contrast with existing national experiences. Studies and protocols published in scientific databases since 2010 were selected, as well as laws, standards and protocols for the official certification of cognitive disability in Latin America. The results show the complexity of the assessment and certification process of this condition that is not static and requires longitudinal follow-up. Among the criteria that are systematized, the requirement for a person-centered assessment stands out, with specificity, specialization, and sensitivity of the neuropsychological and functional evaluations, according to the moment of evolution and considering the subjective perception of changes and sequelae in daily performance associated. Initial guidelines are proposed for the conceptualization and specific certification of cognitive disability secondary to acquired brain damage in Costa Rica, considering the need of prior validation.References
